Each year, the Mayor presents the State of the City Address that reflects on the past calendar year, assesses the City’s performance in providing services to residents, the overall well-being of the City, its accomplishments and the proposed vision for the future. The year 2019 marked the first time the event was held in the newly renovated and historic Academy Theatre of the Arts. Additionally, the Neighborhood Recognition Awards Program was initiated in 2019 to honor individuals and neighborhoods for their outstanding contributions that enhance the community, making it a better place to live, work and play.

The annual State of the City Address allowed the Mayor and Vice Mayor the opportunity to engage with the community and energize the audience by acknowledging accomplishments over the past year, providing a vision for the future and discussing ways citizens play an important part in local government policies. It was also an occasion to recognize and celebrate neighborhood organizations, groups and individuals who creatively worked to enhance their neighborhoods and positively affect the community with the launch of the Lynchburg Neighborhood Recognition Awards Program.
Held in the newly renovated, historic Academy Center of the Arts gratis, this was the first time the State of the City Address took place outside of City Hall. With a paid staff of nine City employees, Academy staff and numerous volunteers, dance and choral entertainment and catering, this updated event was planned, coordinated and executed with minimal constraints within a four-month window and on a budget of approximately $6500. One special aspect of the event was the personal testimonies from residents who overcame personal barriers to achieve their dreams in Lynchburg. Approximately 400 people attended the event.
The 2019 State of the City address was our most attended State of the City address to date. The venue change, entertainers from the community, and introduction of the Neighborhood Awards all contributed to its success.
